Defining Attributes

Definition

The undertaking of a functioning assessment at the commencement of a rehabilitation programme, within a specified period shortly after the programme starts. This indicator may be applied where dedicated/specialised rehabilitation is delivered, and the expected time period may be determined by national standards.

Numerator

Total number of rehabilitation episodes where a functioning assessment was done at the start of the rehabilitation programme.

Denominator

Total number of rehabilitation episodes.

Method of measurement: Total number of rehabilitation episodes where a functioning assessment was done at the start of the rehabilitation programme in the country per year/total number of rehabilitation episodes in the country per year x 100. Preferred data sources: Data extracted from discharge summaries from facilities/programmes. Facility level reporting system through the Ministry of Health DHMIS, or national body charged with reporting on rehabilitation, including facilities outside Ministry of Health DHMIS (such as private facilities or other ministries). Preferred use of standardised functioning measures, such as Functioning Independence Measure (FIM) or the new WHO 10/10 Functioning Measure.
