Defining Attributes

Definition

Assesses the overall cost of care delivered to a beneficiary with a focus on the primary care they receive from their provider(s).

Numerator

Observed costs for all attributed beneficiary quarters. Observed cost is calculated from all Medicare FFS-standardised allowed charges across all claims submitted for the beneficiary for inpatient, outpatient, professional, skilled nursing facility, home health, and hospice services, as well as durable medical equipment.

Denominator

Expected sum of Medicare FFS-standardised allowed charges for all PCF attributed beneficiary quarters.

Exclusions

Inpatient managed care claims; inpatient stays exclude managed care claims and duplicate claims;, overlapping claims (i.e., claims with overlapping dates of service) and claims lasting longer than 1 year are removed; $0 claims; beneficiaries who are not alive; beneficiaries who are not enrolled Part A and B;
